Watershed management requires bio-physical, social, productive and risk information to be compared without losing the scale or origin of each source. We structure that geospatial foundation to support POMCA diagnosis, zoning, formulation and monitoring. The GIS service connects phases and evidence; it does not replace the full formulation process, participation, specialized studies or decisions of an environmental authority.

A shared structure across disciplines

We inventory base mapping, hydrography, land cover, soils, ecosystems, hazards, uses, stakeholders, infrastructure and existing measures. Every dataset records authority, method, cutoff, scale, licence and limitations. A detailed layer does not become compatible with a regional one because both appear in the same viewer. We document the difference and define valid uses to prevent conclusions at unsupported precision.

The model connects hydrographic units, analysis areas, scenarios, conflicts, zoning and actions. Identifiers track how geometry or classification changes from diagnosis through prospective work and formulation. Where POMCA, POT and risk management share information, the instrument of origin, date and authority remain visible; determinants are not merged into a contextless layer.

Deliverables designed for continuity

We can produce a source catalogue, data model, dictionary, quality rules, correspondence matrix, query services, working maps and update protocol. Monitoring links each measure to location, indicator, owner, evidence and period. If an indicator lacks a sustainable source, it is marked as a gap instead of being populated with a demonstration value.

Observation capture can use review states. Community members and field teams may contribute information with a date, author and method, kept separate from technical studies until verification is complete. Permissions and publication account for sensitivity, licences and usage agreements.

Scope the necessary work

To start, we request the instrument phase, boundaries and working units, layer inventory, expected products, multidisciplinary team and milestones. An engagement can focus on source remediation, model structuring, migration between phases or a monitoring platform. The proposal keeps GIS activities separate from hydrological, social and legal studies. Each package has receipt criteria for completeness, metadata, consistency and traceability, which makes the work easier to procure and control.

Each POMCA is adopted for a specific watershed by the competent authority. Data and cartography licenses are verified case by case before geometries are reused.

No. The GIS scope organizes, integrates and publishes information; full formulation also requires technical, social, legal and institutional components.

How are layers at different scales handled?

The scale, method and permitted use of every source are preserved; simple reprojection or joint display does not create greater accuracy.

Can POMCA, POT and risk management be connected?

Yes, through explicit relationships and metadata while retaining the authority, dates and purpose of each instrument.
