Territorial intelligence combines statistics and geography to answer who is covered, where a gap is concentrated and which places merit further analysis. We integrate DANE products and other authorized sources into transparent models with visible denominators, dates, units and limitations. The objective is to support a concrete decision, not produce a decorative map or present spatial correlation as causation.
Define the question, population and place
We first specify the decision and its universe. Commercial coverage, service access, social prioritization and infrastructure location require different populations and scales. Every indicator records its definition, source, cutoff, method and geographic level. Before joining tables, we inspect codes, boundary changes and crosswalks. Two similarly named figures are not compared when they measure different universes.
The geostatistical framework connects aggregated data to its publication units and design. We do not automatically interpolate values to create parcel-level precision or use aggregates to infer individuals. Where another scale is necessary, the method, assumptions and uncertainty are explained. Non-DANE sources retain their own licence, quality and frequency.
Analysis that can be audited
Deliverables may include an indicator catalogue, data model, reproducible pipeline, maps, dashboard, territorial segmentation and methodology notes. Every visualization declares numerator, denominator and date. Composite indices expose weights and sensitivity so an owner can understand why an area changes priority and test an alternative weighting.
We also design update processes. A workflow records each new version, validates structure, compares changes and preserves prior releases. If a dataset stops updating, the product displays its cutoff rather than implying currency. An API or metadata-rich download can allow other teams to reuse results without separating figures from their context.
Prepare the first decision
Scoping requires the question, target population, territory, available sources, frequency and output users. We recommend an initial analysis with a small number of defensible indicators and validation by people who understand the operation. The proposal distinguishes statistical integration, causal research, product development and decision support. This lets the organization start with a useful tool, measure whether it improves the process and expand only the dimensions that add real evidence.

Can figures from different years be compared directly?
Not always. Definitions, universe, methodology, cutoff and geographic-unit changes must be reviewed before calculating a trend.
Can DANE data identify individual people or households?
Aggregated products must be used at their published level and under their licence; they should not be disaggregated to infer individual identities.
Does a priority map decide where to invest?
No. It makes criteria and gaps visible for deliberation; decisions also require operational context, budget and accountable validation.
