Enterprise GIS platforms and open-source alternatives: a practical comparison
Compare enterprise GIS, WebGIS, mapping APIs and open-source options by workflows, data portability, costs and migration scope. A guide for teams in Latin America.

Choose a GIS alternative by the workflows it must preserve: analysis, publication, editing, permissions, fieldwork, integrations and operations. Esri ArcGIS, VertiGIS, Hexagon/Octave, Precisely, SuperMap, CARTO, GIS Cloud, Bentley, Autodesk, GE Vernova Smallworld and H&G MapGIS address different parts of that work. Mapbox, Google Maps Platform, HERE, TomTom and MapTiler belong in the evaluation when maps, location APIs or data services are dependencies.

Compare the same layer of the system
A desktop GIS supports specialist editing and analysis. An enterprise platform organizes services, identity, content and applications. A web application delivers tasks to users. A mapping SDK or API supplies rendering, maps, search or routing inside an application. A network or engineering system may carry specialist relationships and rules beyond geometry.
QGIS, PostGIS, GeoServer and MapLibre therefore solve different parts of an alternative. No single component demonstrates equivalence with a complete platform. Start with the migration guide, then choose the components the inventory requires.

Enterprise GIS and configured WebGIS
Esri ArcGIS: Pro, Enterprise and Online
ArcGIS Enterprise combines GIS capabilities for organizational deployment. Identify the actual products before estimating a change. Inventory maps, layers, applications, identity, automation and consumers. A new client may keep existing services while the team validates later phases.
Use the ArcGIS Enterprise vs Open GIS comparison for the platform layer. Retirement or support decisions must use the installed product and edition; an announcement for an Online application is not a lifecycle statement for every Enterprise installation.
VertiGIS Studio and Geocortex
VertiGIS Studio supports building GIS applications. Treat configured workflows, printing, reporting and connected services as migration scope. Recreating a map does not recreate the actions behind it. Compare upgrading within the vendor ecosystem with reconstructing the required tasks in an open application. Hexagon and Octave: M.App Enterprise, GeoMedia and Luciad
M.App Enterprise documentation describes browser, desktop and mobile clients and workflows. Inventory all clients used in the organization, including offline tasks.
The current Octave portfolio presents GeoMedia and WebGIS products and identifies Octave Alto as formerly Luciad. Keep historical and current product names in the inventory. A desktop analysis project, a publication service and a real-time 3D application require different acceptance checks.
Precisely MapInfo Pro and Spectrum Spatial
MapInfo Pro addresses desktop GIS and analysis. Spectrum Spatial documentation describes publishing MapInfo maps and data. Inspect workspaces, tables, styles, custom MapBasic logic where present, and downstream consumers. Test representative outputs in QGIS and the proposed publishing stack before budgeting full conversion.
SuperMap iPortal and iServer
The SuperMap product system distinguishes portal and server products. Preserve catalog identifiers, permissions, service contracts and consuming applications. A move to GeoNode or MapStore needs a separate decision about data storage, rendering, processing and authentication.
H&G MapGIS
The H&G suite includes geographic and business modules. Here, MapGIS means the H&G product in Colombia; similarly named international products require separate identification. Review installed modules and contracts. The MapGIS-specific assessment remains useful when this is the actual source system, within the wider modernization approach.
Spatial analytics and field platforms
CARTO
CARTO documentation describes analytics and visualization connected to data warehouses. Review SQL, processing steps, permissions and applications alongside warehouse expenditure. An open client using deck.gl or MapLibre can still depend on paid processing or data services. Compare query results and refresh procedures before proposing a platform change.
GIS Cloud
GIS Cloud Mobile Data Collection supports field collection, including offline operation. Evaluate forms, attachments, synchronization and editing with a real field task. A QField/QGIS alternative needs tested conflict resolution and operational ownership, not only matching form fields. Include device administration and field-team training in transition cost.
Engineering and utility systems need a separate decision
Bentley OpenCities Map addresses CAD/GIS and infrastructure information. Autodesk AutoCAD Map 3D supports CAD/GIS data and industry models. GE Vernova Smallworld focuses on utility and telecom network information.
For these systems, separate publishing a read-only view from replacing the authoritative editing or network model. Inspect identifiers, relationships, topology, versioned work, validations and downstream engineering or operational applications where applicable. Geometry export alone cannot establish their continuity. A hybrid architecture may deliver a new public or internal viewer while keeping the specialist system.
Mapping providers: Mapbox, Google Maps, HERE, TomTom and MapTiler
These products can be dependencies of both proprietary and open applications. Evaluate the specific services in use:
- Mapbox: identify the rendering SDK, styles, map data and location services separately. A MapLibre transition must account for each retained dependency.
- Google Maps Platform: inventory Maps, Places, Routes and other APIs individually. A replacement map does not reproduce Google's place data or routing responses.
- HERE: evaluate search and route contracts together, including how one service's results become another service's inputs.
- TomTom: verify routing and traffic coverage in the countries and locations the application serves.
- MapTiler: distinguish SDK, tiles, map data and hosting. Using an open renderer with a commercial map service does not make that service free or self-hosted.
For Spanish-speaking Latin America, test representative addresses, rural locations, missing addresses and supported languages. Record attribution, caching and export conditions from the applicable agreement. Do not assume that a technical export grants reuse rights or that all providers have equivalent local coverage.

Terraes demonstrates a product using MapLibre, without attributing a vendor replacement or a whole-application open-source license.
Compare cost with the same scope and time horizon
Use net savings = cost of continuing − transition and future operating cost. Include licenses actually removed, retained subscriptions, development, data conversion, training, coexistence, cloud, map services, security, backups and support. An open architecture may reduce license dependence while increasing implementation or operations costs. The result can be positive, zero or negative.
