LADM-COL: practical guide for cadastral operators
Multipurpose cadastre in Colombia is transforming how territorial information is managed. At the center of this transformation is the LADM-COL standard. This article is a practical guide for cadastral operators who need to understand and implement this model.
The rural cadastre challenge
Unlike urban cadastre, where parcels have clear boundaries and updated documentation, rural Colombian cadastre presents unique challenges:
- Parcels without legal formalization
- Boundaries defined by natural elements (rivers, fences, roads)
- Tenure conflicts between neighbors
- Limited access to remote areas
What worked
1. Combining direct and indirect capture
We used drones for accessible zones and high-resolution satellite scenes for remote areas. The Terraes platform integrates both data sources in a unified workflow.
2. Terraes Ciudadano virtual office
Allowing property owners to consult and validate their parcel information from their phones reduced post-survey objections by 40%.
3. Native XTF export
Having LADM-COL-compliant export built into Terraes from the start eliminated the manual conversion phase that in previous projects consumed weeks.
What we'd do differently
More community training before the survey sweep
In the first municipalities, we went straight to surveying. We learned that investing two weeks in community workshops significantly reduces resistance and improves information quality.
The numbers
- 18 municipalities completed in LADM-COL compliance
- +140,000 parcels surveyed and registered
- 65% reduction in cadastral update time
- 100% compliance with IGAC's XTF format
